The Presidential Working Group on the National Policing Bill has announced that the Executive Bill aimed at establishing a legal framework for state policing in Nigeria will be presented to President Bola Tinubu on September 3, 2026.
The disclosure was made on Monday by the Chairman of the Working Group and Chief of Staff to the President, Femi Gbajabiamila, following the committee’s inaugural meeting at the Presidential Villa in Abuja.
Gbajabiamila explained that the proposed legislation is part of a structured seven-week work plan designed to produce a comprehensive legal framework for implementing state police across the country. According to him, the exercise commenced on July 27 and is expected to conclude on September 14, 2026.
He noted that while the Executive Bill is scheduled to be submitted to President Tinubu on September 3, it will first undergo broad stakeholder consultations before being forwarded to the National Assembly.
According to Gbajabiamila, once the President reviews and approves the draft, the government will open a nationwide consultation process to allow Nigerians to examine the proposed legislation in detail.
He said the consultation would enable citizens, professional groups, civil society organisations, security experts, traditional institutions and other stakeholders to provide feedback on the draft’s provisions, including safeguards, funding arrangements, operational structures and transition plans.
The Presidential Working Group has also invited members of the public to submit memoranda, position papers and practical recommendations that could strengthen the proposed legislation.
Gbajabiamila stressed that the consultation process is intended to ensure transparency and encourage public participation in shaping the future of policing in Nigeria.
He said the committee remains committed to delivering a well-developed legal framework despite the tight timeline.
“The approved work programme is a seven-week, milestone-driven exercise running from July 27 to September 14, 2026,” Gbajabiamila said.
He added that the Executive Bill package would be presented to the President on September 3, after which, subject to presidential approval, a national consultation on the completed draft would take place before the final document is revised and transmitted to the National Assembly.
“The timetable is demanding, but it is not a shortcut,” he stated.
President Tinubu had inaugurated the Presidential Working Group in July with the mandate to prepare the legal and institutional framework required for the implementation of state police, a long-debated constitutional reform aimed at strengthening security and improving policing at the sub-national level.
The committee’s work is expected to provide the legislative foundation for one of the administration’s key security reform initiatives, with the goal of enhancing collaboration between federal and state authorities in tackling insecurity across the country.
