Nigeria’s Ministry of Agriculture and Food Security has introduced an Electronic Document Management System aimed at modernizing operations and reducing paperwork across the department.
Agriculture Minister Abubakar Kyari announced the system’s launch as part of the Federal Civil Service Strategy and Implementation Plan 2021-2025, which seeks to transform how government agencies operate.
The digital platform will replace paper-based processes with automated workflows, allowing ministry staff to create, store, and access documents electronically. Officials expect the system to speed up file processing, improve collaboration between departments, and strengthen record-keeping security.
The initiative supports the federal government’s broader digitalization goals—reaching 80 percent digital operations by late 2025 and achieving a completely paperless civil service by 2030.
Kyari emphasized that efficient information management is essential for a ministry overseeing sectors critical to employment, economic growth, and food security. He called on staff to adopt the system in their daily work, noting that success depends on consistent use and proper training.
The system, called DOC STREAM, was developed by Quomodo Systems and customized to meet the ministry’s specific operational requirements.
Minister of State for Agriculture Aliyu Sabi Abdullahi highlighted that the platform would improve how records are handled throughout their lifecycle while reducing delays and enhancing accountability through better audit capabilities.
