The National Security Adviser (NSA), the Attorney-General of the Federation (AGF) and Minister of Justice, the Inspector-General of Police (IGP), and several other top government officials are expected to appear before the House of Representatives Ad Hoc Committee on Thursday as part of an ongoing investigation into the controversial Presidential Foreign Investment Promotion Council (PFIPC).

The committee, chaired by Yusuf Gagdi, is examining the legal foundation, operations, funding, and inclusion of the PFIPC in the 2026 national budget.

Also invited to the hearing are the Accountant-General of the Federation, the Minister of Foreign Affairs, the Director-General of the Department of State Services (DSS), the Chairman of the Economic and Financial Crimes Commission (EFCC), the Chairman of the Independent Corrupt Practices and Other Related Offences Commission (ICPC), the Auditor-General for the Federation, the Executive Secretary of the Nigerian Investment Promotion Commission (NIPC), and the Chairman of the Fiscal Responsibility Commission (FRC).

Lawmakers are expected to question the officials about their agencies’ involvement with or knowledge of the council, following reports that more than ₦1.3 billion was allocated to the PFIPC in the 2026 budget despite concerns over its legal status and mandate.

The investigation is focused on how the council was established, the officials linked to its operations, the process through which it secured budgetary funding, its membership, financial structure, and its alleged use of official government documents.

During the inauguration of the committee on Monday, Speaker of the House of Representatives, Tajudeen Abbas, urged members to conduct a thorough, evidence-based investigation, stressing that every government institution must operate within a valid legal framework.

At the committee’s first sitting, representatives of the Central Bank of Nigeria (CBN) and the Office of the Head of the Civil Service of the Federation presented key evidence.

A CBN director, Hamisu Abdullahi, appearing on behalf of the bank’s governor, disclosed that two domiciliary accounts linked to the Presidential Economic Advisory Council/Presidential Foreign Investment Promotion Council were opened on July 30, 2025, following a directive from the Office of the Accountant-General of the Federation.

He explained that the accounts, denominated in U.S. dollars and British pounds, have remained inactive with zero balances because the council never submitted authorised signatories required for their operation.

Also testifying before the committee, the Head of the Civil Service of the Federation, Didi Walson-Jack, stated that her office neither established the PFIPC nor assigned civil servants to work for it.

She revealed that the council had approached her office seeking approval for its organisational structure and staffing plan, but officials later identified irregularities in the documents presented as the legal basis for the council’s existence.
