Ukraine is expanding its efforts to document the financial costs of Russia’s invasion as it prepares to seek compensation for damages caused by the war.
The International Register of Damage for Ukraine (RD4U) has opened new categories for claims covering government spending on humanitarian assistance and the cost of demining and clearing areas contaminated by unexploded ordnance, according to Kyrylo Budanov, head of Ukraine’s Presidential Office.
Since Russia launched its full-scale invasion, Ukrainian national and local authorities have spent substantial amounts on evacuating civilians, providing temporary accommodation, delivering emergency medical treatment, rehabilitation and compensating people whose homes were destroyed.
The latest claims category also includes expenses related to clearing land affected by fighting and removing unexploded ordnance, a process that requires significant financial resources.
Budanov said Ukraine was systematically documenting these expenses through international mechanisms to ensure Russia is held responsible for the consequences of its aggression.
He stressed that Russia should be required to reimburse Ukraine for the costs incurred in responding to the destruction caused by the war.
“Russia must pay for every crime it commits and compensate for every hryvnia spent on dealing with the consequences of its aggression,” Budanov said.
He added that Ukraine was compiling a comprehensive record of war-related expenses, with each category of damage being documented for future compensation claims.
“The enemy caused these damages, and the enemy will pay for them,” Budanov stated.
Ukraine has also maintained that international mechanisms for documenting war damages are essential to ensuring accountability and preventing Russia from escaping financial responsibility for the consequences of the invasion.
