The Nigerian Electricity Regulatory Commission (NERC) has called on Nigerians to provide views on its draft regulations designed to aid solar power users to sell excess electricity back to the national grid. NERC recently revealed that the country’s solar energy has grown significantly in recent years.
Recall that In 2023, Nigeria imported more than 4 million solar panels, valued at more than $200 million.
By early 2025, the value of imported solar panels reached about ₦125.29 billion.
In a statement released on Thursday, NERC disclosed that the expansion shows the increasing adoption of renewable energy, especially in rural and off-grid areas, triggered by government initiatives and private sector investments.
Announcing that Nigeria added 63.5 megawatts (MW) of solar power and the country now has a total of 385.7 MW of solar power, NERC stated that amid the growth, some users have been asking the commission to create rules that’ll enable solar users to send extra electricity back to the grid and receive money for it.
NERC noted that the draft document is available on the Commission’s website, https://nerc.gov.ng/wp-content/uploads/2025/09/Draft-Net-Billing-Regulations.pdf.
“Given this expansion, stakeholders have approached the Commission with requests to explore the possibility of implementing a net metering arrangement, enabling the export of excess power back into the grid for commercial value.
In compliance with its Business Rules and pursuant to Sections 46 and 48 of the Electricity Act (EA) 2023, which govern the commission’s proceedings, consultations, and public hearings, the commission has developed draft regulations on net billing,” it read.
The commission then appealed to Nigerians to submit comments and suggestions by September 26, 2025, via email to netbillingregulations@nerc.gov.ng.
NERC concluded by saying that constructive contributions to the draft regulations would be appreciated by members of the public.
