CBN Imposes Hefty Fines on Fintech Giants Moniepoint and OPay

The Central Bank of Nigeria (CBN) has levied substantial penalties on leading fintech companies, with Moniepoint and OPay each facing a N1 billion fine in the second quarter of 2024. This action is part of the regulator’s intensified oversight of the rapidly growing financial technology sector.

According to a TechCabal report, at least four other fintech companies were also penalized, though the specific details remain undisclosed. The fines emerged from a routine CBN audit that uncovered various compliance issues within these digital financial service providers.

The regulatory crackdown highlights the increasing scrutiny faced by fintech startups that have experienced explosive growth in recent years. OPay, which boasts a customer base of around 40 million, and Moniepoint, which processed 5.2 billion transactions in 2023, have been at the center of this regulatory attention.

A key concern for the CBN is the current licensing framework. Many of these fintech companies, including OPay and Moniepoint, continue to operate under microfinance bank licenses. These licenses, originally designed to support small and medium enterprises, have allowed these companies to service millions of customers. However, regulators are now questioning whether this framework provides adequate customer protection.

The regulatory challenges extend beyond licensing. In April 2024, the CBN imposed a two-month ban on customer onboarding for several fintech companies, including Kuda Bank and Palmpay, due to non-compliance with Know Your Customer (KYC) standards. This action forced these companies to revamp their onboarding procedures and strengthen their compliance measures.

This isn’t the first time the CBN has used fines as a regulatory tool. In 2023, Nigerian banks paid a combined N678 million in penalties. More recently, in October 2024, the CBN and the Securities and Exchange Commission (SEC) imposed a N15 billion fine on ten commercial banks for various infractions.

OPay has categorically denied the N1 billion fine, stating to TechCabal that the claims are “entirely false.” Moniepoint declined to comment on the matter. The Central Bank of Nigeria had not responded to requests for comment at the time of reporting.

The developments underscore a pivotal moment for Nigeria’s fintech sector, as regulatory bodies seek to balance innovation with robust financial oversight and customer protection.
