The Federal Government has commenced the construction of 2,000 affordable housing units in Ibeju-Lekki, Lagos State, under President Bola Ahmed Tinubu’s Renewed Hope Agenda, with plans to make homeownership accessible to teachers, nurses, police officers, civil servants and other Nigerians with an initial deposit of N100,000.
The groundbreaking ceremony for the Renewed Hope Housing Development at Lekki Aviation Town, Ibeju-Lekki, was held on Friday, October 30, 2026.
The Minister of Housing and Urban Development, Engr. Muttaqha Rabe Darma, who performed the groundbreaking, said the project was designed not only to provide houses but also to expand homeownership opportunities, create employment and promote sustainable urban development.
Speaking at the event, the minister explained that the Federal Government’s housing strategy was built around four major areas: increasing housing supply, improving access to mortgage financing, strengthening private-sector partnerships and adopting evidence-based policies.
He described the Ibeju-Lekki development as an example of how the government could work with private investors to mobilise funding, land and technical expertise to provide affordable housing on a large scale.
The project, being executed in partnership with Harmony Gardens and Estate Development Limited and Metroscape Development Company Limited, will consist of two-bedroom and three-bedroom houses.
The location is considered one of Nigeria’s fastest-growing economic corridors, with major developments such as the Dangote Refinery, Lekki Deep Sea Port and the Lekki Free Trade Zone contributing to its growing economic importance.
Darma also stressed the need for proper regulation of Nigeria’s built environment, saying stronger regulations would help prevent building collapses and other challenges affecting the construction industry.
He disclosed that the ministry was also working towards harmonising relevant housing agencies to improve coordination and make mortgage financing more accessible to Nigerians.
According to him, owning a house should not be beyond the reach of ordinary citizens, adding that mortgage arrangements must reflect the financial capacity and income levels of prospective homeowners.
The minister urged Harmony Gardens and other contractors handling the project to maintain high construction and safety standards while ensuring environmental sustainability.
He emphasised that the success of the housing development would not be determined by the groundbreaking ceremony but by the timely delivery of quality and affordable homes.
Representing the Lagos State Governor, Prince Bayo Balogun commended Harmony Gardens for its contributions to the development of Lagos State, particularly Ibeju-Lekki.
He described the company as not only an investor but also an organisation that had contributed to the development of its host communities through philanthropic activities.
Balogun also praised the Federal Government’s decision to develop 2,000 housing units in the area, urging more genuine investors to partner with the Lagos State Government to address the state’s housing shortage.
He noted that Lagos continued to experience increasing demand for accommodation due to its growing population.
Also speaking, the Chairman of the House of Representatives Committee on Urban Development and Regional Planning, Hon. Awaji Inombek Abiante, called on the Federal Ministry of Housing and its private-sector partners to adopt proper integrated planning in executing the project.
He warned that efforts to address the housing shortage must not create additional problems, particularly in transportation, access to markets and the provision of essential public facilities.
Earlier, the Permanent Secretary of the Ministry of Housing and Urban Development, Dr Shuaib Belgore, described the project as an important milestone in the Federal Government’s efforts to provide decent, safe and affordable accommodation for Nigerians.
He commended the developers for their commitment and urged them to ensure that the houses were delivered on schedule and met the required quality standards.
Belgore added that the ministry would provide the necessary institutional supervision and quality assurance to ensure the development becomes a model for large-scale housing delivery across the country.
Meanwhile, the Chief Executive Officer of Harmony Gardens and Estate Development Limited, Abdullahi Saheed Mosadoluwa, praised President Tinubu for introducing initiatives aimed at making homeownership more affordable for ordinary Nigerians.
Mosadoluwa disclosed that prospective homeowners could begin the process with an initial deposit of N100,000, while the remaining payments could be spread over a period of 25 years through the Federal Mortgage Bank of Nigeria.
He said the arrangement would provide an opportunity for teachers, nurses, police officers, civil servants, young entrepreneurs and Nigerians living in the diaspora to own their homes without facing excessive financial pressure.
The 2,000-unit development is part of the Federal Government’s broader Renewed Hope housing programme aimed at reducing Nigeria’s housing deficit and expanding access to affordable accommodation.
The government is expected to work with private developers and relevant financial institutions to ensure that more Nigerians can benefit from the initiative.
