An independent United Nations investigation has formally declared that Russia committed crimes against humanity through the mass deportation and enforced disappearance of Ukrainian children, a damning verdict delivered before the Human Rights Council in Geneva on Thursday.

The Commission of Inquiry on Ukraine, which has been probing Russia’s full-scale invasion since 2022, confirmed it had verified the deportation and forced transfer of 1,205 children from Russian-occupied territories in Ukraine to Russia or other occupied zones.

“Based on new evidence, the Commission has now concluded that the Russian authorities committed two types of crimes against humanity: deportation and forcible transfer of children, as well as their enforced disappearance,” said commission chair Erik Møse.

Eight in Ten Children Never Returned

While Moscow has characterised the relocations as humanitarian evacuations, investigators found a starkly different reality. Four years on, 80 per cent of children from documented cases have not been returned to their families, a direct violation of international humanitarian law, which permits temporary evacuations only under compelling medical or safety grounds.

Rather than establishing any mechanism for the children’s return, Russian authorities instead arranged for their long-term placement with families and institutions spread across 21 regions of the Russian Federation and in occupied Ukrainian territory. Investigators described this as a carefully organised plan, conceived and executed under the direction of the highest levels of the Russian state.

Many parents and legal guardians remain in the dark about the fate and whereabouts of their children. The Commission noted that it had submitted 39 written requests for information to Russian authorities, none of which received a reply.

In March 2023, the International Criminal Court issued an arrest warrant for Russian President Vladimir Putin in connection with the alleged illegal transfer of children from occupied Ukraine.

Neglect, Hunger and Tragedy

Testimony from children who did manage to return painted a grim picture. Several reported being denied adequate medical care and food. In one case, a host family in Russia threatened to involve the police after a teenager expressed a wish to return to Ukraine and to his family. In another case, a young adolescent died by suicide.

Soldiers Treated Like Cannon Fodder

The inquiry extended beyond the plight of children. Commissioner Vrinda Grover, drawing on interviews with 85 Russian army deserters, said most testified to extreme violence and coercion inflicted by commanders on their own troops, including mock executions, severe beatings, and soldiers being tied to trees or placed in pits.

“Their testimonies speak of a total disregard for human life and dignity,” Grover said. The findings pointed to conduct carried out with the knowledge, and at times the direct participation, of commanding officers, not isolated incidents.

Foreign Recruits Lured and Deceived

The probe also shed light on the recruitment of foreign nationals into the Russian armed forces, with recruits identified from 17 countries. Many were deceived with false promises of civilian employment, then coerced into signing military contracts written in Russian — a language they did not understand — before being dispatched to the frontlines.

Ukraine’s Forces Also Scrutinised

In a sign of the Commission’s impartiality, the report also documented rights violations within the Ukrainian armed forces — including irregular administrative detention, restricted access to legal representation, and instances of violence against conscientious objectors.


The Independent International Commission of Inquiry on Ukraine was established by the Human Rights Council in March 2022 to investigate all alleged violations of human rights and international humanitarian law arising from Russia’s full-scale invasion, which began on 24 February of that year. Its commissioners are independent and work on a voluntary basis.
