US Pivots Toward Russian-Allied Sahel Military Governments in Security-First Strategy Shift

The United States has announced a dramatic policy reversal toward three military-ruled West African nations that have expelled French forces and embraced Russian security partnerships while confronting Islamist insurgencies.

The State Department revealed that Nick Checker, director of its Bureau of African Affairs, will travel to Mali’s capital Bamako to express American “respect for Mali’s sovereignty” and establish a “new course” in bilateral relations, moving beyond “policy missteps.” Washington also signaled readiness to collaborate with Mali’s partners—Burkina Faso and Niger—on “shared security and economic interests.”

Notably absent from the announcement: longstanding American emphasis on democracy and human rights. The Biden administration had suspended military cooperation following coups that overthrew elected civilian leaders in all three countries between 2020 and 2023. Niger’s deposed President Mohamed Bazoum remains detained in his official residence.

The statement formalizes a substantial policy transformation that has become increasingly apparent during the 12 months since Donald Trump reclaimed the presidency.

The shift began with USAID’s closure—eliminating a major development funding source for the region—within days of Trump’s inauguration. Subsequent signals have indicated a sharper focus on security concerns and mineral access, with development assistance and governance reform relegated to the sidelines.

Checker’s planned visit explicitly acknowledges Mali’s sovereignty—a message likely to resonate in Bamako and allied capitals, where military leaders have cultivated support by championing pan-African themes and rejecting former colonial power France.

Burkina Faso’s military leader, Captain Ibrahim Traoré, positions himself as a champion against “imperialism” and “neo-colonialism.” Through aggressive social media campaigns, he has garnered substantial youth support across the continent and internationally.

The Trump administration has made clear it remains unconcerned about these regimes’ abandonment of European-style constitutional democracy.

Massad Boulos, senior State Department adviser for Africa and Trump confidant, told French newspaper Le Monde last year: “Democracy is always appreciated, but our policy is not to interfere in the internal affairs of other countries. People are free to choose whatever system is appropriate for them.”

This represents a significant departure. During the Biden presidency, General Michael Langley, who led US Africa Command (Africom) from 2022 to 2025, emphasized good governance and environmental considerations alongside military assistance.

Following Trump’s return, however, Langley stated that counter-terrorism support had become the primary objective.

This West African priority was reinforced by Rudolph Attalah, a senior counter-terrorism official, during a Bamako visit last year. In the following month, Africom deputy commander General John Brennan confirmed ongoing US support for the three military governments in their campaign against jihadist organizations, particularly Islamic State.

Trump’s policy shift appears motivated by three factors.

The US, like Europe, remains deeply concerned about long-term security threats from jihadist groups operating throughout the Sahel—the semi-arid zone south of the Sahara Desert. By some assessments, the region now accounts for half of global terrorism-related deaths.

Though nearly all casualties are local, American officials worry that governmental loss of territorial control could enable jihadist groups to establish safe havens for further development and expansion.

Diplomats and analysts now routinely characterize the region as the “epicenter of global terrorism,” potentially presenting long-term international dangers.

In the “tri-border region” where Mali, Burkina Faso and Niger converge, Islamic State’s West African branch (Islamic State in the Greater Sahara, ISGS) remains particularly active.

The scale of this threat was underscored last week by an assault on Niamey airport in Niger’s capital. The jihadist presence also endangers Sahel mineral exports: the region produces significant gold, with Mali supplying lithium—essential for rechargeable batteries and certain medications—while Niger holds substantial uranium deposits.

Niger’s military government has seized the country’s primary uranium operation from longtime French operator Orano, positioning Russia as its new sector partner.

The Trump administration also appears determined to prevent Russia from becoming the sole external defense partner for these three countries.

Unlike West African regional bloc ECOWAS, France, the EU and the Biden administration, the current White House does not view Russian military presence as threatening regional stability or human rights. Russia has deployed approximately 1,000 security contractors to Mali, with smaller mercenary or regular troop contingents in Burkina Faso and Niger.

Numerous abuse allegations have emerged regarding Russian operations, particularly in Mali. During Attalah’s Bamako visit, he indicated Washington’s relative comfort with Moscow’s military involvement.

Washington appears intent on balancing exclusive Russian influence with its own security partnership—though on terms acceptable to Trump’s political base, to whom he has repeatedly pledged an end to American “forever wars” overseas. This does not involve ground troop deployments beyond occasional training teams.

Africom’s Brennan confirmed the US is providing intelligence support to Mali, Burkina Faso and Niger, hinting at potential weapons supplies.

Washington is not seeking to redeploy active forces or reopen the large drone installation it constructed in Agadez, Niger, where approximately 800 troops were stationed. The junta expelled them after the Biden administration demanded a democratic restoration timeline.

Following the coup wave, ECOWAS attempted to pressure military leaders into committing to election schedules.

In response, Niger, Burkina Faso and Mali withdrew from the bloc last year, now focusing on developing their own confederation, the Alliance of Sahel States (AES).

Their departure has freed ECOWAS from governance oversight responsibilities for these countries, allowing its remaining dozen members to pursue practical counter-insurgency cooperation with the three nations.

This represents a major priority for regional governments as militants infiltrate borders to conduct attacks or hide in northern areas of countries including Benin, Nigeria, Togo, Ghana and Ivory Coast.

Facing this formidable challenge, US intelligence on priority targets and potential additional weaponry may deliver tactical successes against militants.

However—as France’s decade-long deployment of thousands of troops and air assets to the Sahel demonstrated—advanced military capabilities alone cannot restore stability unless the complex social and economic pressures in this profoundly impoverished region are simultaneously addressed.
