The African Development Bank has greenlit a $3.9 million technical assistance program designed to help African governments convert their energy commitments into tangible power delivery under Mission 300, a joint AfDB-World Bank campaign to bring electricity to 300 million Africans within four years.
The initiative, called AESTAP Mission 300 Phase II, will deliver hands-on technical support to 13 countries over two years: Chad, Gabon, Tanzania, Mauritania, DRC, Kenya, Nigeria, Madagascar, Ethiopia, Malawi, Lesotho, Namibia, and Uganda.
These nations have already developed National Energy Compacts—roadmaps outlining strategies to expand electricity coverage, modernize power infrastructure, and draw private investment. The new program aims to bridge the gap between planning and execution, ensuring these blueprints result in actual connections for households, medical facilities, schools, and enterprises.
What the program delivers:
- Regulatory reform assistance to streamline investment processes, improve electricity tariffs, and strengthen sector planning
- Capacity building for utilities to enhance service reliability and minimize power losses
- Enhanced data systems and knowledge sharing through regional forums and the Electricity Regulatory Index
- Embedded expert advisers within government Compact Delivery and Monitoring Units to coordinate implementation and measure outcomes
“African countries have set ambitious energy targets through their compacts,” said Wale Shonibare, AfDB’s Director of Energy Financial Solutions, Policy and Regulation. “AESTAP Mission 300 Phase II gives them the tools to turn those targets into electricity flowing to homes and businesses.”
The program builds on Phase I, approved in December 2025, which allocated approximately $1 million to establish Compact Delivery and Monitoring Units within governments. While Phase I focused on team formation and monitoring infrastructure, Phase II concentrates on executing planned reforms in partnership with the World Bank and other Mission 300 stakeholders.
