Lagos State Deputy Governor and All Progressives Congress (APC) governorship candidate, Obafemi Hamzat, has unveiled a 100-point manifesto ahead of the 2027 governorship election, promising major improvements in transportation, housing, healthcare, education and security.
Hamzat presented the manifesto, titled The Lagos Promise, on Friday, October 30, at the Wole Soyinka Centre for Culture and Creative Arts, formerly known as the National Theatre, in Iganmu, Lagos State.
The event also featured the unveiling of his official campaign song.
The manifesto is built around seven key areas: People First, Renewal, Opportunity, Machinery of Government, Inclusion, Security and Resilience, and Everyday Dignity.
Speaking at the event, Hamzat said the document contained specific commitments that Lagos residents could use to assess his performance if elected governor in 2027.
On transportation, the APC candidate promised to increase the state’s public bus fleet from 1,000 to 4,000, with a target of transporting one million passengers daily.
He also pledged to expand the state’s railway network, connect the Blue and Red rail lines at the National Theatre Station and work with the Federal Government to extend the Green Line from Marina.
Hamzat further promised to pursue the construction of the Fourth Mainland Bridge and improve road connectivity across Lagos.
On water transportation, he outlined plans to develop an additional 140 kilometres of waterways, improve 15 ferry routes, rehabilitate 27 ferry terminals and acquire 75 electric ferries.
According to him, Lagos must take greater advantage of its waterways to reduce pressure on roads and improve public transportation.
“Lagos is a water state. The lagoon must therefore be our third highway. One ticket, one timetable, one integrated service across rail, road and water,” he said.
Affordable Housing And Homeownership
In the housing sector, Hamzat promised to complete ongoing housing projects across the state and introduce affordable homeownership programmes through partnerships with property developers.
He said his proposed housing scheme would allow residents to acquire homes with an initial deposit of 10 per cent, supported by single-digit interest rates and extended repayment periods.
The initiative, he explained, would make homeownership more accessible to low- and middle-income earners.
Healthcare And Education
On healthcare, the deputy governor promised to increase the number of maternal and child health centres in Lagos from 10 to 15.
He also pledged to expand enrolment in the state’s Ilera Eko health insurance scheme, with a target of covering one in every three Lagos residents.
Other healthcare commitments include delivering the 150-bed Massey Children’s Hospital, completing a 280-bed general hospital and finishing the 150-bed Shomolu General Hospital.
Hamzat also promised to establish new general hospitals in Ogombo and Ibeju-Lekki while upgrading 100 primary healthcare centres across the state.
In education, he said his administration would improve the quality of learning in public schools, provide additional training opportunities for teachers and review their remuneration.
Business Support And Employment Opportunities
The APC governorship candidate also outlined plans to improve the business environment by simplifying government charges, expanding access to credit and reducing the cost of obtaining business permits.
He promised to establish a more efficient business registration system and introduce workplace training programmes lasting between six and 12 months for vocational trainees.
Under the proposed arrangement, the Lagos State Government would cover 40 per cent of the trainees’ stipends to encourage businesses to provide practical work experience.
Security, Water Supply And Environmental Development
On security, Hamzat pledged to expand the operations of the Lagos State Neighbourhood Safety Agency to all wards across the state’s 20 local government areas and 37 local council development areas.
He also promised to increase the installation of streetlights and CCTV cameras, recruit additional security personnel and establish a body to investigate complaints against security officers.
On water supply, Hamzat said his administration would complete a 17-million-gallon water treatment facility, which he projected would provide additional water access for six million residents.
He further pledged to rehabilitate 24 waterworks and improve waste collection and management across Lagos.
Sanwo-Olu Endorses Hamzat’s Governorship Bid
Speaking at the manifesto unveiling, Lagos State Governor Babajide Sanwo-Olu endorsed Hamzat as his preferred successor, describing him as an experienced politician who had served the state in different government positions.
Sanwo-Olu recalled that Hamzat had previously served as a commissioner under past administrations before becoming deputy governor in 2019.
The governor argued that continuity in leadership would enable Lagos to sustain its development programmes and complete ongoing projects.
He referenced the transition between former governors Bola Tinubu, Babatunde Fashola and Akinwunmi Ambode, noting that successive administrations had contributed to the state’s development.
Sanwo-Olu also described Hamzat’s experience as deputy governor as an important part of his preparation for the governorship position.
“No deputy governor in the history of this state has ever been handed the baton. Lagosians have never before been offered a man who ran this long, this close, beside the governor he hopes to succeed,” he said.
Meanwhile, Lagos APC chairman Cornelius Ojelabi described the manifesto as an agreement between the party, its candidate and the electorate.
He said the document represented a commitment to translate political promises into practical development projects and measurable results.
Former Lagos deputy governor Sarah Sosan, who represented the Governance Advisory Council, also expressed support for Hamzat’s candidacy.
Similarly, the Director-General of the PBAT-KOH Campaign Council, Musiliu Obanikoro, said the campaign would focus on development, security, healthcare, employment and greater participation of residents in governance.
He urged APC members to remain united and work together ahead of the 2027 election.
Several prominent political figures attended the event, including former Lagos governor Babatunde Fashola, Speaker of the Lagos State House of Assembly Mudashiru Obasa, traditional rulers, political office holders and party supporters.
The campaign also unveiled its official website, www.koh.2027.ng, and social media handle, @officialkoh2027. Red and blue were announced as the campaign’s official colours.
Hamzat’s manifesto comes as political activities gather momentum ahead of the 2027 Lagos State governorship election.
