President Bola Tinubu has nominated six executive directors for the Nigerian Midstream and Downstream Petroleum Regulatory Authority (NMDPRA) as part of efforts to restructure the agency’s leadership and strengthen its regulatory operations.
The nominations were conveyed to the Senate in a letter by the President, requesting the lawmakers to screen and confirm the nominees for a five-year tenure.
The six nominees comprise three existing executive directors seeking another term and three new appointees.
The three executive directors nominated for reappointment are Abiodun Adeniji, Executive Director of Finance and Accounts; Ogbugo Kalu Ukoha, Executive Director of Distribution Systems, Storage and Retailing Infrastructure; and Dr Mustapha Lamorde, Executive Director of Health, Safety, Environment and Community.
The three new nominees are Mobolaji Tajudeen Musa, nominated as Executive Director of Hydrocarbon Processing Plants, Installations and Transportation Infrastructure; Ogechukwu Modie, nominated as Executive Director of Economic Regulations and Strategic Planning; and Said Abutalib, who is expected to serve as Executive Director of Corporate Services and Administration.
President Tinubu has urged the Senate to give the nominations accelerated consideration to ensure continuity in the agency’s operations and improve its ability to carry out its statutory responsibilities.
In a related development, the President has approved the appointment of Jumoke Gafar as Secretary to the Board/Authority and Legal Adviser of the NMDPRA.
However, her appointment is subject to the completion of the statutory procedures outlined in Section 46 of the Petroleum Industry Act (PIA).
The latest nominations and appointment come months after Tinubu appointed Engr. Rabiu Abdullahi Umar as Chief Executive of the NMDPRA in April 2026.
The NMDPRA is responsible for regulating Nigeria’s midstream and downstream petroleum sectors. Its responsibilities include overseeing gas processing, transportation, storage, distribution and the supply of petroleum products across the country.
The reconstitution of the agency’s leadership is expected to provide the necessary administrative and regulatory structure for the effective supervision of Nigeria’s petroleum industry.
